Notice of Change to Disbursing Procedures in the District of Minnesota — Effective August 8, 2016

As part of the Judiciary's Financial Management Improvement Program and to comply with the U.S. Department of Treasury's mandated initiatives, the District of Minnesota will be implementing a new financial management system.

Effective Monday, August 8, 2016, the District of Minnesota Federal Court Units (U.S. District Court, U.S. Bankruptcy Court, U.S. Probation and Pretrial Services, and Federal Defender's Office) will transition to the new financial management system for the Judiciary called the Judiciary Integrated Financial Management System (JIFMS). JIFMS integrates with existing United States Government financial systems, including the System for Award Management (SAM), to allow courts to electronically disburse funds to vendors via electronic funds transfer (EFT). To expedite processing of your invoices and payments through the financial system, you are highly encouraged to register, and to recertify annually, in the System for Award Management (SAM).

After registering in SAM, your payments will be made via Electronic Funds Transfer (EFT) using bank routing and account numbers registered in SAM and you will no longer be issued payment via United States Treasury check. Registering in SAM allows you to manage your name, address, contact and banking information and will ensure you receive payments quickly and accurately from the United States Judiciary. Please note there is no fee associated with registration in SAM. Any request for payment for registration should be treated as fraudulent.

If you are already registered in SAM, please send an email to with your business name, registered DUNS number as well as your billing address currently registered with SAM. We will use this information to match your SAM account with any future payments from our office.
